What affects freelance SEO rates?
Upwork lists these as the main cost drivers:
- Experience: more years in business usually means a higher rate.
- Specialization: technical, local, ecommerce or content SEO.
- Project scope: a one-page fix costs less than a full site plan.
- Reputation: proven results and strong reviews raise the rate.
- Location: rates differ by country and cost of living.
Does the SEO’s location change the rate?
Yes. Ahrefs says SEOs in India, Central and South America charge the least. 85.7% of India-based SEOs it polled charge $30 an hour or less.
In the U.S. and Canada, 66.7% charge $75 to $200 an hour.
Freelancer vs agency vs in-house: which fits?

Ahrefs says agencies charge 138% more than freelancers. You’re paying for a team and project management.

| Option | Best for | Watch out for |
|---|---|---|
| Freelance SEO | Audits, focused projects, small monthly retainers | One person, so capacity is limited |
| SEO agency | Large sites needing content, links and technical work together | Higher retainers and longer contracts |
| In-house SEO | Big sites with steady, daily SEO work | Salary, benefits and tools |
For in-house context, O*NET lists SEO consultant under search marketing strategists. The 2025 median wage for that BLS group is $37.87 an hour, or $78,760 a year.
Where can you hire a freelance SEO expert?
Here are 3 places I’d use. Fees are what you pay as the client, checked on each official page.
1. Upwork: best for comparing proposals
Upwork says clients rate its SEO experts 4.8 out of 5 from 53,811 reviews. I recruit and screen freelancers on Upwork.
Fees: Upwork’s client pricing page lists a 5% fee on the Basic plan (3% for eligible U.S. clients paying by checking account), plus a $0.99 to $14.99 contract fee.
2. Toptal: best for pre-screened senior talent
Toptal says it accepts the top 3% of applicants and rates its SEO talent 4.9 out of 5 from 630 reviews. I use Toptal Marketplace myself.
Fees: Toptal’s FAQ lists a flat $79 monthly subscription if you go ahead with talent matching. The trial lasts up to two weeks, and you aren’t billed if you’re not satisfied.
3. Referrals from people you trust
Ask business owners whose sites rank well who does their SEO. Then check results and reviews the same way.

How do you hire an SEO freelancer?
Follow these steps to pay for real work, not promises.

Set one clear goal
Pick the problem: technical errors, local visibility, content or links. A clear goal gets you comparable quotes.
Check results, ratings and recent reviews
Upwork suggests evaluating case studies. Google also says to check references with past clients.
Ask the right interview questions
Google suggests asking for examples of past work, whether they follow Google Search Essentials, and what results to expect by when.
Start with a small paid audit
Upwork recommends a small paid project, such as an audit, before a long contract.
Give read-only Search Console access
For an audit, Google says to grant only read access to Search Console. Add full access later if you hire them.
Agree deliverables and reporting
Put scope, deliverables and reporting in writing. Upwork says weekly check-ins and monthly reports are standard.
What SEO red flags should you watch for?
Google says no one can guarantee a #1 ranking. Walk away from anyone who promises one.
- Unsolicited emails promising quick rankings.
- Secret methods they won’t explain.
- Pressure to link to them. Google says you should never have to link to an SEO.
- Claims of a special relationship with Google or a “priority submit.”
Google also reminds you that you’re responsible for the actions of any company you hire.
How long does SEO take to show results?
Usually months, not weeks. Upwork says most SEO work takes 3 to 6 months to show meaningful results.
Budget for at least that long before you judge a retainer.
Do you need to file a 1099 for an SEO freelancer?
In the U.S., possibly. The IRS says the Form 1099-NEC threshold is $2,000 for payments made in 2026 ($600 for payments made before 2026).
Ask your accountant how this applies when you pay through a platform.
